Hello to all of our Friends, Family and Colleagues,

As a group, Rosealeen, Jodie, James, Sonia, Moira, Joe, Amy and Kate are taking part and are giving up our home comforts and warmth, to raise money for the charities that we work collaboratively with to support our residents.

We have listed some key information on the Rough Sleeper Initiative.

We know, that the one night will not be as hard and challenging as it is for someone who is living on the streets however, we would like to put ourselves in their position to try and understand better the challenges they may face.

At Peabody a lot of our residents have complex needs and support workers work with them to help them adapt to independent living.

Peabody is the largest provider of accommodation for both current and former rough sleepers (RSI) in London.

We have a total of 1066 self-contained (partially furnished) one-bed or studio flats pan London

The Clearing House (St Mungo’s) provide the nominations for these bedspaces and as well as Peabody

There are approximately 49 other registered social landlords (RSL’s) who form part of this initiative, totalling nearly 4000 properties.

Approx 50% of our residents receive support from one of two Tenancy Sustainment Teams (TSTs), who provide a floating support service for the duration of their tenancy, which is initially for a 2-year period but can be renewed if support is still required. The other 50% hold an Assured tenancy and the majority do not receive support. Residents have been permitted to stay because of their tenancy type.

The clearing house work with approx. 30 organisations who refer people sleeping rough from the street, hostels and other supported housing projects to these RSI bedspaces.

The partnership is coordinated by the Clearing House on behalf of the Greater London Authority. Initially set up as a short-term project to tackle the growing number of street homeless in London, the Rough Sleepers Initiative has in fact been running since 1991.

The RSI Initiative has resulted in over 13,000 new tenancies.

People who move into RSI accommodation are no longer homeless but risk factors do persist and the impact of homelessness as well as other disadvantages can impact their ability to maintain a tenancy.

TST is vital as the support they offer is directed towards tenancy sustainment, accessing education, training and employment opportunities as well as move-on to independent accommodation when the TST Support service is no longer required.

The current provider for TST in the borough of Southwark is Thames Reach.

Peabody has not historically provided permanent rehousing options to persons housed in the Rough Sleepers’ Initiative. Though, as the existing agreement implies, tenants can expect to receive assistance from their TST provider as well as the Specialist RSI Housing Management Team at Peabody.

Together we help tenants when ready, to explore rehousing options, there is no commitment that Peabody provides permanent accommodation.

The cost of living crisis has soared in recent years, and this has put more people at risk of homelessness. So much so that data released in April 2024 showed a 33% increase in rough sleeping numbers in London.

In 2020, Peabody were allocated additional funding for 36 units in Greenwich under the Rough Sleeping Accommodation Programme (RSAP). Tenancies under this scheme are again offered on 2-year fixed term basis but the support in this instance is offered by Peabody.
